Janjivan Bureau / New Delhi: The last day of Monsoon session was expected to be fiery with government planning to introduce the Triple Talaq bill in Parliament but the ruckus and chaos by the Opposition prevented it from doing so.
The Rajya Sabha Friday deferred the triple talaq bill to next session of Parliament after the political parties failed to reach a consensus.
Triple Talaq bill deferred“Triple Talaq bill will not be taken up today because no consensus could be built around it,” Chairman M Venkaiah Naidu said.
Triple talaq, or verbal divorce, is practiced by a section in the Muslim community to instantly divorce their wives by uttering ‘talaq’ three times.
Triple Talaq bill deferredThe move comes a day after the Union Cabinet approved amendments to the Triple Talaq Bill or the Muslim Women (Protection of Rights on Marriage) Bill 2017.
According to reports, first amendment enables only the woman or a close relative to file a police case against her husband for instant triple talaq while the second amendment allows her to drop the case if the husband comes around later and they arrive at a compromise.
Triple Talaq bill deferredThe crime is ‘non-bailable’ but the accused can secure a bail if he approaches the magistrate (even before trial) and he grants a bail to him. However, a local police officer is not empowered to release the accused.
Triple Talaq bill deferredThe Lok Sabha passed the Muslim Women (Protection of Rights on Marriage) Bill in December last year that made the practice a criminal offence for which a police officer may arrest an accused without a warrant.
